Job Description

Budgeting and Cost Management: Prepare and manage detailed project budgets, cost estimates, and comprehensive cost plans to ensure financial control throughout the project lifecycle.

  • Project Monitoring: Monitor construction progress to ensure completion within the approved budget and timeline.
  • Payment Certification: Ensure timely submission and completeness of contractors’ monthly payment applications. Review and finalize interim payment certificates, including measurement and verification of:
    Interim payments
    Work executed under Provisional Sums
    Approved variations
  • Subcontractor Management: Prepare and validate subcontractor payments and variations in line with contractual terms.
  • Contract Compliance: Review insurance policies and bank guarantees (bonds) to ensure compliance with contractual requirements.
  • Document Review: Verify all documentation related to advances, payment guarantees, and bonds upon submission for accuracy and compliance.
  • Reporting: Prepare monthly cost reports, cash flow forecasts, and accruals to support financial oversight and project forecasting.
  • Stakeholder Coordination: Attend project meetings and conduct site visits as necessary to support project delivery and cost control.
  • Final Account and Project Closeout: Manage the closeout process, including final account preparation, issuance of the final payment certificate, and release of bank guarantees.


Desired Candidate Profile

Experienced construction professional with 6–10 years of comprehensive experience in the construction industry. Proven expertise in cost estimation, cost control, and contract administration across diverse projects. Skilled in managing the financial and contractual aspects of construction, with a strong understanding of construction methods, materials, and procurement processes.

  • Extensive knowledge of construction contracts, procurement, and cost control strategies
  • In-depth understanding of construction techniques, methods, and materials
  • Strong background in cost estimation, budgeting, and cost management
  • Proficient in contract administration and the legal frameworks governing construction projects
  • Skilled in preparing and reviewing payment applications, variations, bank guarantees, and insurance compliance
  • Proven ability to manage subcontractor payments, cash flow forecasting, and project closeout processes
  • Bachelor’s degree in Civil EngineeringBachelor’s degree in civil engineering, Quantity Surveying, Construction Management, or a related discipline
  • Advanced proficiency in quantity surveying and project management software tools (e.g., CostX, Primavera, MS Project, AutoCAD, etc.)
  • Strong command of the English language, both written and verbal
  • Excellent analytical, problem-solving, and negotiation skills
  • Effective communicator with a proven ability to coordinate with stakeholders, contractors, and consultants
