Job Description

RAQ Contracting is seeking an experienced QHSE Manager to lead and manage Quality, Health, Safety, and Environmental (QHSE) activities for high-rise building projects. The successful candidate will ensure compliance with UAE regulations, client requirements, and company management systems while promoting a strong culture of quality and safety across all project phases.

  1. Develop, implement, and maintain the Project QHSE Management System.

  2. Ensure compliance with UAE health, safety, environmental, and quality regulations.

  3. Lead quality assurance and quality control activities to meet project specifications and standards.

  4. Conduct site inspections, audits, risk assessments, and incident investigations.

  5. Develop and monitor HSE plans, quality plans, method statements, and inspection & test plans (ITPs).

  6. Coordinate with consultants, clients, subcontractors, and regulatory authorities on QHSE matters.

  7. Ensure all non-conformances are investigated and corrective/preventive actions are implemented.

  8. Monitor project KPIs and prepare QHSE reports for senior management.

  9. Conduct toolbox talks, safety training, and quality awareness programs.

  10. Promote continuous improvement and ensure a proactive safety culture on site.

Desired Candidate Profile

  1. Bachelor's Degree in Civil Engineering, Safety Engineering, or a related field.

  2. Minimum 10–15 years of construction experience, with at least 5 years as a QHSE Manager on high-rise building projects in the UAE.

  3. Strong knowledge of ISO 9001, ISO 14001, and ISO 45001 management systems.

  4. Thorough understanding of UAE construction regulations and industry best practices.

  5. NEBOSH International Diploma/IGC or equivalent HSE certification preferred.

  6. Excellent leadership, communication, and coordination skills.

  7. Proficient in Microsoft Office and QHSE reporting systems.
