Role Purpose: RAQ Contracting is seeking a highly experienced Senior Planning Engineer – MEP to join our growing team. The ideal candidate will be responsible for planning, scheduling, and monitoring MEP construction activities to ensure projects are delivered on time, within budget, and in compliance with quality and safety standards. Develop, maintain, and monitor detailed project schedules for MEP works Plan and track project progress, identifying delays and implementing recovery plans Coordinate with project teams to ensure alignment with timelines and deliverables Prepare progress reports, dashboards, and performance analysis Ensure compliance with project specifications, standards, and safety regulations Support project management in decision-making through accurate planning data

Provide leadership and direction to QHSE teams across all project sites. Health & Safety Management d. Ensure compliance with local regulations, international standards, and company HSE policies. e. Monitor safety performance and implement preventive and corrective actions. f. Investigate incidents, accidents, and near misses, and implement corrective measures. Quality Management g. Establish and maintain the Quality Management System (QMS). h. Oversee quality inspections, testing, and audits. i. Ensure proper implementation of Inspection and Test Plans (ITP). Environmental Management j. Ensure compliance with environmental laws and sustainability requirements. k. Develop and implement Environmental Management Plans (EMP). l. Monitor environmental impacts related to: i. Waste management ii. Emissions iii. Resource usage Regulatory & Authority Compliance Ensure compliance with government regulations and authority requirements. Coordinate with local authorities and regulatory bodies regarding HSE matters. QHSE Audits & Inspections Conduct internal QHSE audits across projects and departments. Prepare projects for external audits and certifications. Ensure proper implementation of corrective and preventive actions (CAPA). Training & Competency Development Develop and implement QHSE training programs for staff and site workers. Ensure proper HSE inductions and competency certifications. Incident Management & Investigation Lead investigations of:Accidents, Near misses ,Safety violations Prepare incident reports and root cause analysis. mplement corrective actions to prevent recurrence. Documentation & Reporting Maintain QHSE documentation including: ▪ Policies ▪ Procedures ▪ Risk registers ▪ Audit reports Prepare monthly QHSE reports for senior management. Track and monitor QHSE KPIs across projects. Certification & Management Systems Manage and maintain company certifications such as: ▪ ISO 9001 – Quality Management ▪ ISO 14001 – Environmental Management ▪ ISO 45001 – Occupational Health & Safety o Ensure compliance with integrated management systems (IMS). Role Purpose: Strategic Project Leadership Lead and oversee the execution of multiple projects across the company portfolio. Align project execution with the company’s strategic objectives and profitability targets. Provide direction to Project Managers and Construction Teams to ensure efficient delivery. Project Delivery & Performance Ensure projects are delivered within approved budgets, timelines, and quality standards. Monitor project progress, schedules, and milestones. Review weekly and monthly project performance reports. Commercial & Contract Management Oversee contractual compliance with clients, consultants, and subcontractors. Monitor variations, claims, and change orders. Ensure proper cost control and profitability across projects. Support the commercial team in negotiations and dispute resolution. Client & Stakeholder Management Act as the primary senior contact with clients, developers, and key stakeholders. Ensure client satisfaction and long-term relationship management. Attend high-level meetings with developers, consultants, and authorities. Resource & Team Management Manage and supervise Project Managers, Engineers, and construction teams. Ensure proper allocation of manpower, equipment, and resources. Support HR in performance evaluation and development of project teams. Health, Safety & Compliance Ensure strict compliance with HSE policies and regulatory requirements. Promote a safety-first culture across all project sites. Monitor incident reports and ensure corrective actions are implemented. Quality Management Ensure compliance with project specifications, drawings, and standards. Oversee implementation of quality assurance and quality control procedures. Ensure proper handover and project closeout procedures. Coordination with Internal Departments Coordinate with: Commercial Department (cost control & claims) Procurement Department (materials and subcontractors) Technical/Engineering Department (design and approvals) Finance Department (cash flow and payment certificates) Risk & Problem Resolution Identify project risks, delays, or disputes. Implement corrective strategies and mitigation plans. Escalate critical issues to executive management when required.
